TfWM is inviting Expressions of Interest (EOI) for parcel lockers, returns, and click-and-collect services at selected bus stations, interchange hubs, and mobility locations across the West Midlands.
Contracts are typically 2+ years in duration. Submissions are evaluated on overall value—including social value and alignment with WMCA priorities—and not solely on financial return.

When submitting an expression of interest, please outline:
- Preferred location(s) and footprint/dimensions
- Power, connectivity, and civils requirements
- Operational, access, replenishment, and maintenance arrangements
- Commercial model (fixed fee, revenue share, or hybrid)
- Customer experience, accessibility, safety, and social value commitments
