Reimagining transport in the West Midlands - WMLTP5

TfWM is supporting the WMCA to update its Local Transport Plan (LTP). This is a document that sets out policies to promote safe, integrated, efficient and economic transport to, from and within our area as well as plans to implement those policies.  

Publishing and reviewing the LTP is one of WMCA’s core statutory duties as the Local Transport Authority for the area covered by the West Midlands seven metropolitan districts/boroughs. 

Why do we need a Local Transport Plan?

The West Midlands is a diverse region; we have a mix of different urban and rural communities, so we need a transport system that allows us to deliver the best quality of life for all of our residents and businesses. 

In order to develop a transport system that is fair for everyone, we need a plan for the future which balances the needs to provide access with the harmful impacts that transport can have on people and places.

By having a plan that addresses our region’s issues we can ensure transport better supports our daily lives now, as well as leaving a better legacy for the future.

Draft Core Strategy

We have developed a draft Core Strategy for the new LTP. It proposes a new vision for travel in the West Midlands where people can thrive without having to drive or own a car.

To get there the Core Strategy sets out the need to deliver action across 6 Big Moves to improve accessibility, reduce traffic, and electrify transport, thereby addressing our 5 Motives for Change.

We are currently seeking views on the draft Core Strategy. Consultation will run from 7th February 2022 until 4th April 2022

This is the Integrated Sustainability Appraisal (ISA) Report of the fifth Local Transport Plan (LTP5) for the West Midlands, which has been prepared for Transport for the West Midlands in respect of fulfilling the requirements of Sustainability Appraisal / Strategic Environmental Assessment (SA/SEA), Health Impact Assessment (HIA), Equality Impact Assessment (EqIA) and Community Safety Assessment (CSA).

In addition, Habitats Regulation Assessment (HRA) has been undertaken as a parallel process to the ISA and is reported separately.

The ISA Report identifies the likely sustainability effects of implementing the LTP5 and reports on the process of developing the LTP5 from a sustainability perspective and has provided challenge as part of the policy development process for the Core Strategy.
